At the heart of the issue is the revelation that RFU chief executive Bill Sweeney received a total compensation package of Ā£1.1 million last year, including a bonus of Ā£358,000. This is particularly contentious given that the RFU incurred a record loss of Ā£37.9 million and implemented 42 redundancies.
Eleven of the 14 clubs in National One, including founding clubs Blackheath and Richmond, are demanding an independent root-and-branch review of the RFU's management. This move is set against the backdrop of an emergency council meeting called by RFU president Rob Udwin to address the growing discontent, which includes threats of a vote of no confidence in RFU chair Tom Ilube.
